FL man faces criminal sexual conduct charges

A Forest Lake man faces two felony charges of first-degree criminal sexual conduct stemming from an alleged incident on Christmas. Andrew Paul Riggs, 31, faces 12-30 years in jail and/or a fine of $12,000-$40,000 for each count, if convicted.

One count charges him with engaging in sexual penetration of a person between 13-15 years old over whom he had a position of authority. The other count charges him with engaging in sexual penetration of a person under 16 years old with whom he had a significant relationship.

The two charges, filed Dec. 27, stem from one alleged incident and complainant. The criminal complaint says the alleged incident took place the night of Dec. 25 at Riggs’ residence in the 400 block of 11th Avenue Southwest.

Riggs made his initial appearance at the Washington County Courthouse in Stillwater on Friday. An omnibus hearing is scheduled for April 17.
