Heavy rainfall with thunder and lightning did little to deter workers from the Czars of Tar Oct. 19 as they resurfaced the Town Square building’s parking lot in downtown Forest Lake. After the worst of the rain cleared, the crew was hard at work laying the lot’s surface, creating steam as the hot tar reacted to the wet environment.
