Tell legislators about HLC problems

As state and national legislators meet this year, I hope they’ll consider the unusually strong, recent criticism of the Higher Learning Commission from Eric Kaler, president of the University of Minnesota, and Steven Rosenstone, chancellor of the Minnesota State Colleges and University System.

Though many college grad students and faculty do not have a master’s degree (including faculty at St. Olaf, whose president chairs the HLC), the commission is demanding that high school faculty who teach college-level courses have a master’s in their fields or a master’s in teaching and 18 additional credits.

At a Dec. 18 P-20 Council meeting, Kaler described the HLC’s requirement as “ludicrous.” Rosenstone called them “intolerable and incomprehensible.” But they aren’t challenging the HLC. That’s in part because Congress gave the HLC the power to accredit colleges and universities in 19 states, including Minnesota. Without accreditation, colleges and universities can’t receive various federal funds.

In testimony at a Minnesota legislative hearing, HLC President Barbara Gellman-Danley offered no research to support the HLC’s demands.

Jeff McGonigal, Anoka-Hennepin School District associate superintendent, testified that the district currently has 28 teachers offering concurrent enrollment courses to 1,618 juniors and seniors – “Only five of those teachers meet HLC’s demands for credentials.” Anoka-Hennepin’s program has saved high school seniors more than $3.4 million over the last four years. McGonigal noted the change would cost district families up to $1.9 million just this year if the requirement were in effect now.

Jon Peterson, St. Paul Public Schools’ office of college and career readiness director, pointed out that for every dollar the district invested in concurrent enrollment courses, families saved $12.
Sen. Carla Nelson, R-Rochester, wrote that the HLC’s requirement “is a bit like a healthy patient with no sickness or malady being prescribed a treatment that has dangerous side effects to treat a nonexistent condition.”

State Sen. Greg Clausen, DFL-Apple Valley, believes the HLC’s demand “will create a major barrier for high school students to earn college credit.” He wrote: “For 30 years Minnesota has developed and invested in concurrent enrollment programs, creating pathways for students to a postsecondary education. During the 2014-2015 school year, this investment resulted in 24,731 Minnesota students enrolled in concurrent enrollment courses (up 40 percent since 2007), 208,629 college credits earned, saving families an estimated $38.7 million in college tuition costs.”

Sen. Terri Bonoff, DFL-Minnetonka, explained: “I left our hearing with an appreciation of how impactful concurrent enrollment is in our rural schools and how devastating, if implemented, the change could be for those schools in particular. … Our students’ success depends on their ability to access higher education at an affordable price in an approachable manner.”

St. Olaf College President and HLC board chair David Anderson has declined comment about the fact that several St. Olaf teaching faculty don’t have a master’s degree. St. Olaf also has one of Minnesota’s least accepting policies toward credit for Advanced Placement, Postsecondary Enrollment Options, and College in the Schools. Many institutions grant up to two years of credit; St. Olaf grants less than a year.

Nelson cited research at the hearing: “Students taking concurrent enrollment graduate at higher rates from high school, … earn higher GPAs and graduate from college quicker and with less student debt than their peers. … Dual enrollment helps close the achievement gap. What good can come out of this ill-advised, data-void, expensive new standard?”

I hope legislators consider:

–Asking the Minnesota Office of Higher Education to apply for delayed implementation of the HLC’s requirements for five years. Faced with protests from several states, the HLC offers this option.
–Urging Congress to hold hearings. The HLC’s power comes from Congress. Congress should investigate interference in schools from a group that is not elected and not accountable to the public. Both U.S. Sens. Amy Klobuchar and Al Franken have criticized the HLC. I hope other members of Congress will join them, asking for hearings.
–Creating a committee of high school and college faculty to examine ways that high school faculty can be given credit toward a master’s degree for past work with students, workshops and other experience.
–Asking the Office of Higher Education to publicize the different policies that various Minnesota Colleges and Universities have toward dual credit. Families need to know, for example, that St. Olaf is far less receptive to dual credit than most other Minnesota colleges and universities.

Minnesotans recognize the huge problem of college debt and immense value of earning a one-, two- or four-year postsecondary certificate or degree, sI urge readers to tell state and national legislators what they think.

Children’s Performing Arts to stage ‘Mulan Jr.’

When the Children’s Performing Arts board of directors recently got together to decide which play to do next, the board members looked at several options and weighed the pros and cons based upon the cast they knew they would have.

“‘Mulan Jr.’ features some more difficult songs,” Children’s Performing Arts Board President Kari Bullion said. “Based on the kids we knew we had coming up and the level of talent, we were confident that now was the time to tackle this production. We knew we had the voices to handle some of the more difficult musical selections.”

“Mulan Jr.” tells the tale of a young girl and her mischievous dragon sidekick Mushu. They must work together to save the emperor from the attacking Huns. Mulan defies the village matchmaker when she takes up arms and disguises herself as a boy to spare her father from having to serve in the army. As the great battle with the Huns approaches, Mulan must choose between revealing her true identity as a girl or saving all of China with her clever plan.

Children’s Performing Arts, created in 2006, is a Christian community theater company in Forest Lake offering performing arts opportunities for youth ages 5 to 12. For the production of “Mulan,” the students were split into groups of kindergarten to second grade and third grade to sixth grade. The younger set will perform a 15-minute pre-show and the older children will perform the actual show.

“During a typical show, we can have 100 kids to work with,” Bullion said. “Breaking them off into groups just makes everything much easier for our large volunteer base to manage.”

Working with children of such a young age can be a challenge, but Children’s Performing Arts has a very specific method that works well to educate and inform the young actors.

“With every production we do, we work toward teaching one theater skill at a time,” Bullion said. “Then we keep adding and layering so that the students don’t get overwhelmed, but they do grow from within.”

Another unique aspect of each performance is that adults in charge give little credence to one part being bigger than another.

“Sure, we have our leads and we have some actors who are on stage more and sing more,” Bullion said. “What we stress, however, is that everything is a group effort. Every part is important and without each person the show would not work.”

“Mulan Jr.” will be performed at the Forest Lake High School Auditorium at 7 p.m. Feb. 5 and 6 and 2:30 p.m. Feb. 6 and 7. Seats should be reserved at goo.gl/TqlxNE. All seats are general admission. Donations will be accepted as all profit received from “Mulan Jr.” will go toward the next Children’s Performing Arts production.

The work will be constructed in several phases according to the Project Schedule. Forest Lake will be phased over some spring and summer work in 2016, and summer work in 2017. Bids must be accompanied by bid security in form of certified check, cashiers check, or bid bond in amount of 5% of base bid submitted, made payable to owner, as guarantee that bidder will, if awarded, enter into contract in accordance with contract documents and submitted bid.

Submit bid in duplicate on the prescribed form, which is furnished with the specification, with full name and address of the bidder.

Completely fill in all blank spaces on the Bid Form, in ink or typewriter, in both words and figures.

Sign in longhand, executed by a principal duly authorized to enter into an agreement. If a bidder is a co-partnership, then signatures on the bid shall be by an authorized member of the firm, with names and addresses of each member of partnership.

Base bid and all alternate bids shall be stated both in writing and in figures. In all cases, written and numerical figures must agree; otherwise at Owners option, it shall be cause for rejection of bid. Complete form without alteration.

Submit alternate prices (bid) for either increasing or decreasing the cost as called for on bid form and Description of Alternates. Submit a bid for all alternates.

Owner may make such investigations as he deems necessary to determine the ability and responsibility of the bidder to perform the work, and any bidder shall furnish to Owner all such information and data for this purpose, as the Owner may request. Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such bidder fails to satisfy the Owner that such bidder is properly qualified to carry out the obligations of the contract and to complete the Work contemplated therein. The competence and responsibility of bidder will be considered in making an award, including, but not limited to: (1) proof of financial responsibility, (2) quality of similar work, (3) amount of experience with similar projects, (4) facilities, personnel and equipment, (5) reputation for performance, and (6) ability to complete the work within specified time. Owner reserves the right to reject any Bid where there is reasonable doubt as to the qualifications of the bidder.

Owner reserves the right to (1) accept bidders Base Bid only, (2) accept any one or more of bidders Alternate Bids, in any order regardless of the order in which they were listed, (3) reject all Bids, (4) award contract based on his investigation of bidders, as well as acceptance of alternates, all of which Owner deems to be in his best interest, (5) waive informalities or minor irregularities in bids and waive minor irregularities or discrepancies in bidding procedure.

Upon award of Contract, Contractor shall provide AIA A312 Performance and Payment Bonds in the amount of 100% of Contract Sum in accordance with General Conditions and Amendments to General Conditions.

BIDDING DOCUMENTS & SITE REVIEW: Each bidder (including subcontract bidder where appropriate) is required to visit the site and to fully inform himself and record his own investigations as to the extent of the Work, the extent of the work performed by other contractors under other construction packages, conditions under which the Work is to be performed, existing buildings and streets, conditions of the area, existing utilities and other features, type of soil, available facilities and difficulties that may be encountered in connection therewith, and other relevant items which will affect his bid or the Work.

Prior to submitting a bid, each bidder is required to examine all of the bidding requirements, all Contract Documents, all drawings and specifications for the Project (including those primarily for other Subcontracts), become thoroughly familiar with the scope of the Project and all factors and items of work which will affect his bid or the Work, whether shown or specified in documents primarily for Work of others or Work of this Contract.

No extras will be allowed the Contractor as a result of misunderstanding of the extent of scope of the Work as a result of his failure to study and record his own findings. Submission of a bid shall be proof that such examinations have been made and that bidder has recorded his own investigation and has become thoroughly familiar with all contract documents (including all addenda). The failure or omissions of any bidder to examine any form, instrument or document shall in no way relieve any bidder from any obligation in respect to his bid.

PRE-BID CONFERENCE: A pre-bid conference will be held at 3:00 PM on February 10, 2016 at Forest Lake High School, 6101 Scandia Trail North, Forest Lake. Please report to the Main office for meeting. ORDINANCE NO. 16-03

Publication Notice

AN ORDINANCE AMENDING CHAPTER 7A ZONING REGULATIONS IN THE COLUMBUS CITY CODE

The City Council of the City of Columbus ordains the following:

SECTION I. ARTICLE III DEFINITIONS, SECTION 7A-201. WORDS AND PHRASES DEFINED is amended as follows:

SECTION 7A-201(9B) is amended as follows:

9B. Buildable Area is that portion of any Lot lying within the applicable setbacks which is not less than 5,000 square feet in area and which meets all of the following standards:

(a) The depth to width ratio of the area does not exceed 2:1 and is not less than 1:2.

(b) The area is contiguous with the Front Setback, or the area is connected to the Frontage by a contiguous Driveway, the design of which conforms to the Driveway Design Requirements contained in Section 7A 803 (C).

(c) No part of the area lies within the 100-Year Flood Plain.

(d) The lowest floor elevation of any building shall be governed by Section 7A-803. Where the home is built on a substantial slope, the lowest floor elevation may be reduced in cases to meet or exceed the minimum specifications of this Section consistent with Illustration No. 6, Appendix A, to this Chapter 7A, and in accordance with Section 1300.6100 of the State Building Code. Construction of homes on substantial slopes must comply with the following technical standards:

(i) Drain tile must be on the outside of the foundation and at a minimum four percent (4%) slope to daylight;

(ii) Drain tile must have a minimum four inch diameter;

(iii) Drain tile outlet to daylight must be a minimum of 20 feet from the foundation;

(iv) Geotextile fabric shall be MnDOT 3733 Type 1;

(v) Geotextile filter fabric must completely cover the rock;

(vi) Drainage rock shall be round river rock, washed and free of fine particles;

(vii) Drainage rock must completely surround the drain tile with four inches of rock below the pipe and a minimum of one foot above and on each side of the pipe;

(viii) Walkout door must have a minimum three foot separation to mottled soil except as provided in Section 7A-803(B);

(ix) A four percent slope grade must extend a minimum of 50 feet from the foundation.

(e) Any fill material used to elevate the area to meet the requirements of (a), (b), (c), or (d) above must be tested by a Minnesota Registered Engineer with credentials in soils engineering.

(f) If the Lot is to be used for a single family Dwelling of not more than four (4) bedrooms (in any Zoning District), the area must be large enough and correctly configured to accommodate the proposed house and Garage. If the proposed Dwelling exceeds four (4) bedrooms, the Buildable Area shall be increased above 5,000 square feet by 2,000 square feet for each such additional bedroom. If the proposed use includes construction of Accessory Buildings, the Buildable Area shall be increased above 5,000 square feet by two times (2x) the square footage of each Accessory Building.

(g) In addition to the Buildable Area required by this Section, the building must be large enough and correctly configured to accommodate the Soil Treatment Area designed to support individual on-site sewage disposal systems required by Chapter 14 of this City Code.

SECTION II. ARTICLE VIII GENERAL PROVISIONS AND PERFORMANCE STANDARDS, SECTION 7A-803. MINIMUM CONSTRUCTION ELEVATIONS ABOVE KNOWN HIGH WATER AND DRIVEWAY DESIGN REQUIREMENTS is amended as follows:

SECTION 7A-803(B) is amended as follows:

B. Acceptable Minimum Elevation For New Construction.

1. Except for Accessory Buildings, the acceptable minimum elevation for new construction shall be three (3.0) feet above the level of the High Water Table as measured to the top of the lowest footing (= bottom of the lowest floor), or two (2.0) feet above the designated or designed 100-year flood elevation, whichever is higher, unless evidence is submitted and certified by a geotechnical engineer, at the expense of the developer or property owner, that a lesser separation can be achieved and is warranted, and that evidence is verified by the City Engineer. Any construction below the Optimum Elevation of six (6.0) feet above the High Water Table shall require installation of: not less than one sump; one sump pump; and drain tiles either inside or outside all of the footings. The sump pump shall not be connected to the septic system in any manner. Caution: Although a three (3.0) feet minimum is acceptable under this Section, current FHA and VA construction standards require not less than four (4.0) feet minimum elevation as measured from the High Water Table to the top of the lowest footing. The three (3.0) feet minimum elevation required by this Section will meet or exceed the requirements of the Anoka County Flood Plain Management Ordinance, the Anoka County Shoreland Management Ordinance, and Rice Creek Watershed District Regulations as of July 1, 1990. Coon Creek Watershed District and Sunrise River Watershed District do not have independent regulations for minimum construction elevations. The acceptable minimum elevation, sump, and drain tile are shown at Illustration No. 3, Appendix A to Chapter 7A.

2. Accessory Buildings which have no need for an on-site sewage treatment system and which are constructed on a Buildable Area which is separate from the Buildable Area upon which the Principal Structure is built, are not required to have a sump, sump pump, or drain tiles if built at less than the Optimum Elevation. The acceptable minimum elevation for Accessory Buildings is two (2) feet above the High Water Table as measured to the top of the lowest footing.

SECTION II. Effective Date. This Ordinance was adopted by the Columbus City Council on this 27th day of January, 2016 and shall become effective after its publication.

The City Council of the City of Columbus adopted Ordinance No. 16-01, An Ordinance Amending Chapter 5 Public Safety and Public Nuisance on January 13, 2016, and approved this summary of the ordinance for publication on January 27, 2016.

The City Council has authority to regulate the public safety and public nuisances in the City. Following discussion at the City Council, the City Council adopted Ordinance No. 16-01 to amend the City Code as described in this summary publication.

An ordinance text amendment to Columbus City Code Chapter 5 – Public Safety and Public Nuisance to make it unlawful for any person to host or allow an event or gathering at any residence or premises where alcohol or alcoholic beverages are present when the person knows or reasonably should know that an underage person will or does: consume any alcohol or alcoholic beverage; possess any alcohol or alcoholic beverage with the intent to consume it; and the host fails to take reasonable steps to prevent possession or consumption by the underage person(s). For the purposes of this ordinance, to Host means to means to aid, conduct, sponsor, entertain, organize, supervise, control, or permit a gathering or event, whether present at the event or not. The ordinance establishes standards for criminal liability, exceptions, and enforcement of the ordinance.

This Ordinance was adopted by the Columbus City Council on this 13th day of January, 2016 and shall become effective after its publication. This is only a summary of Ordinance 16-01. A printed copy of Ordinance 16-01 is available for inspection by any person during regular office hours at the office of the City Clerk and on the Citys Official website www.ci.columbus.mn.us. Washington County seeking input from residents through mailed survey

Washington County will seek input from residents with a survey of 2,500 of its residents when the mailed surveys arrive in mailboxes soon after Feb. 8.

Residents will be randomly selected to participate in the mailed 2016 Residential Survey, 500 from each of the five commissioner districts in the county. The county wishes to hear from those who are impacted by county programs, and responses will be used to improve service and to measure the performance of county programs.

Those selected for the survey will receive a postcard in early February telling them that their household has been selected and when to expect to receive the survey itself. The first surveys will be mailed Feb. 8. For those who do not fill out and return the first survey received, a second survey will be mailed sometime in mid-February. It will include a postage paid return envelope.

The survey is being administered by National Research Center, Inc., but surveys will be recognizable by the Washington County logo. Responses will be anonymous, and National Research Center will not share its mailing list with Washington County. Results will be available in May or early June.

Wyoming talks park issues

At its Jan. 19 meeting, the Wyoming City Council authorized the purchase of 16 new signs for the city’s parks.

Councilwoman and park liaison Claire Luger explained that the board is working to maintain and improve the city’s parks. Determining the signs’ style and materials has taken about a year.

The Parks Board worked with Minnesota State Industries to design the new signs. The goal was to provide continuity and consistency to help in identifying parks. Designed to last, the logo on each wooden sign will be digitally printed with ultraviolet inks. The total cost of the signs is $9,396.

Money to pay for the signs will come from the Park Dedication Fund.

Councilwoman Linda Nanko-Yeager thought that the money would be better spent improving the parks than ordering new signs. Councilwoman Lisa Iverson agreed, thinking it was a lot of money to pay for them. She said she’s observed a gazebo in one park near her home needing repair and some trails in poor condition.

Councilman Joe Zerwas said he has heard complaints about the park signs and supported the efforts of the park board in moving ahead on these.

Luger explained that there is a variety of city parks, each offering different amenities. The board does an annual park tour, identifying needed fixes and improvements. She said the board wants to prioritize projects.

Council authorized the purchase of the signs for the city’s parks, 3-2, with Nanko-Yeager and Iverson voting no.

The council also approved a resolution authorizing Wyoming Park Board members for 2016. With this action, Roger Elmore, whose term is expiring, was reappointed. The Park Board is responsible for short- and long-term planning for the city’s parks and their maintenance. It meets at 6 p.m. the first Monday of the month at the Giese Memorial Library. Two seats on the board remain vacant, but Elmore’s appointment allows the group to have a quorum. Residents may submit letters of interest at City Hall. Other business

The council also authorized the purchase of the instrumentation and control panel for the Water Tower No. 3 improvement project from Total Control Systems, which provided the control systems for the railroad lift station improvements in the 2015 street utility improvement project.

The items will be ordered separately, as were those for the earlier utility project. City Engineer Mark Erichson told the council it is important to integrate controls and technology within the existing system.

The bid keeps the equipment consistent and familiar and limits the number of spare parts. Technical support will be consistent. The total price for the equipment is $42,125. Authorization was unanimous.

Loving Wife, Mother and Sister August 14, 1929 – January 17, 2016

Marilyn Matt, age 86, passed away on January 17, 2016 in United Hospital in St. Paul after suffering the effects of a sudden stroke less than a week earlier.
She is preceded in death by beloved husband, Walter, daughter Mary (Jonathan) Williams, and four siblings, including her beloved older sister, Joan Beyer Swanson, who passed away suddenly just 36 hours prior to Marilyn’s passing.
Marilyn is survived by children, Catherine (John) Laskey, Gretchen (James) Mills, W. Joseph (Christina) Matt, Jane (Colin) Cain, Joan (Joseph) Bourbeau, Michael (Carol) Matt, Christina Matt, and Carolyn (Thomas) Brannon. In addition to her 9 children, Marilyn also leaves behind 39 devoted grandchildren, 61 great-grandchildren and many nieces and nephews. She is also survived by her cat, “Kitty”.
A graduate of Derham Hall in St. Paul, Marilyn was the wife of Walter Matt, RIP, editor of The Wanderer and founder of The Remnant, two of the oldest Catholic newspapers in the country. Having lived her entire life in Minnesota, this St. Paul native is mother, grandmother and great-grandmother to 110 offspring who will miss her beyond measure.
The Requiem Mass took place at 10:30 a.m. on Thursday, January 21, 2016 at the Church of St. Augustine in South St. Paul.
In lieu of flowers, Masses for the deceased would be deeply appreciated, as well as prayers for the repose of her soul.
God bless you, Granny. We’ll never forget and we’ll never stop loving you.

FL girls split in SEC
The Ranger girls hockey team split in conference play last week, starting with an 11-0 victory at home against Woodbury Jan. 26. Forest Lake went on to fall, 4-2, at Stillwater on Saturday to close its regular season. The Rangers finished at 15-7-3 overall and 10-3-2 in the Suburban East Conference. The Rangers earned the second seed in Section 7AA, and are set to host seventh-seeded Cambridge-Isanti/Mora/Pine City in the first round of section playoffs at 7 p.m. on Thursday, Feb. 4. Elk River/Zimmerman earned the top seed in Section 7AA.

Hockey boys win in OT
The Forest Lake boys hockey team pulled off a 3-2 overtime win Jan. 26 on the road at North St. Paul. The Rangers fell to an early 2-0 deficit in the first period before senior Sean Moore got the ball rolling for his visiting team in the second period with a score off a pass from senior Cole Herbert. With less than two minutes remaining in the game, sophomore Jackson Wille took advantage of a power play with a tying goal off assists from junior Blake Gutterman and senior Spencer Marsh. Gutterman was in the mix again in overtime when the Ranger and senior Derick Johnson connected with senior John Doherty, who scored the winning goal 6:45 into overtime. The Rangers returned to conference play last Thursday and fell 3-0 at home against White Bear Lake before losing, 1-0, at home to Woodbury on Saturday. Forest Lake, 9-11-1 overall, next travels to Stillwater for a 7:30 p.m. game on Thursday, Feb. 4.

Gymnasts defeat Park
The Ranger gymnastics teams beat Park handily in a 133.75-127 victory last Thursday. Forest Lake next competes at East Ridge at 6:30 p.m. on Thursday, Feb. 4.

Ranger hoopsters go 2-1
The Forest Lake boys basketball team went 2-1 on the road last week to bring their overall record to 10-10 overall and 7-5 in the Suburban East Conference. The Rangers started the week with a 74-59 loss at Mounds View last Tuesday, despite a 25-point effort by senior Noah Alm. Last Friday, the Rangers defeated Woodbury, 75-66, with the help of leading scorer, Alm, who notched 20 points. Alm led the charge again on Saturday with 17 points when Forest Lake beat St. Michael-Albertville, 60-41. Next, Forest Lake hosts Duluth East for a 2 p.m. game on Saturday, Feb. 6.

FL breaks lose streak with two wins
The Ranger girls basketball team broke its seven-game win streak last week when hosting Mounds View in a 69-56 victory. Last Friday, Forest Lake fell, 51-46, at home to Woodbury, but bounced back for a 54-42 win on the road at Duluth East on Saturday. The Rangers are 5-15 overall and next play at 7:15 p.m. on Tuesday, Feb. 9 at home against East Ridge.
