Darlene Urbanski, age 73, of Wyoming, Minn. passed away peacefully on January 31, 2016 from cancer with Tony at her side. She fought a courageous fight and smiled through it all at home until January 28. We then took her to Eucumen Nursing Home in North Branch, Minn. where she passed away on January 31, 2016.
She is survived by her loving friend Tony Larson, dog Patsy, brother Richard Norton, and many friends.
Darlene requested that no services be held; she would be cremated and later her ashes be taken to a special place in Montana by her loving friend Tony and her dog Patsy.

4-H offers winter camps for kids

Winter camps and outdoor adventures are being offered through the University of Minnesota Extension, Anoka County 4-H. These programs are held at 4-H Camp Salie located in Linwood Township. Camps are open to 4-H and non-4-H youth. These camps encourage learning about nature and the environment, making new friends, and indoor and outdoor recreation. Campers will participate in a variety of crafts and special projects.

Overnight camps:
February 19-20, 2016 (grades 1-5)
February 26-27, 2016 (grades 6 and up)
Day camp: February 20, 2016 (grades K-5)

Fairview predicts merger will increase local input

Fairview Lakes Medical Center is run by Fairview Health Services, but the parent company is expecting to get a new name after a planned merger this summer with the University of Minnesota’s health care services.

In the fall of 2015, Fairview Health Services and the University of Minnesota announced that they were in talks to integrate the health care system with the university’s health care-related services, including its hospital and medical school. Should the integration continue as planned (a completed agreement is set for March, with the merger taking place over the summer), the combined health system would be called M Health.

Currently, individual Fairview hospitals (including Fairview Lakes Medical Center in Wyoming) are served by a local hospital board. John Herman, president of FLMC, said that under the integration, the current board will have some of its duties moved to corporate levels while two new boards will focus on the individual hospital’s needs.

“Right now our board at Fairview Lakes meets every two months, and a lot of what the board does right now is look at a lot of regulatory (duties),” Herman said, explaining that the board makes sure the hospital is up-to-date on things accreditation and recommended procedures. “It passes up to the corporate board, and they do the same thing.”

Under the merger, he said, the regulatory tasks will pass exclusively to the corporate level, and the hospital board will be replaced by two new bodies: a community council to focus on patient experience, quality, and needed and desired services, and a physician council that will focus on the hospital’s medical and clinical needs. Currently, Fairview conducts needs assessment surveys in all of the communities served by one of its hospitals, but Herman said the community councils will be able to facilitate direct contact between the facilities and those who use their services.

“That’s our greatest connection with the community,” he said of the councils.

If community members begin asking for a wider range of services, Herman said that the merger with the university will allow hospitals to better accommodate those requests. Hospitals and clinics like FLMC will have access to a wider array of specialists and technology by being connected to the U of M’s health care network.

“It allows us to provide an easier access to provide the highest level of care to the communities we serve,” Herman said.

Right now, some spinal surgery can be conducted at FLMC, but under a merger, Herman said, the services could expand and include related services in fields like neurology, oncology, cardiology and more.

“As we go forward, there’s the opportunity to bring in additional specialties,” he remarked.

In regard to the possibility of specific services that might be changed, cut or negatively affected by the merger, a Fairview representative stated that specific details about service changes had not yet been discussed.

Over the next few months, Fairview is going to mull over the membership of its community council. In so doing, it will be consulting the current members of the hospital board and attempting to make sure the board will have membership pulled from a wide range of communities and experiences.

“We’ve got some very good board members right now and very good representation from different communities,” he said, adding that the process of filling out the board will involve reassessing community needs and how to best meet them. “It’s probably not going to be, ‘Just come and apply;’ it will be looking to find the right connection.”

The Forest Lake drumline’s annual drumline competition will be held from 6 to 8 p.m. Feb. 13 in the Forest Lake High School gym. The event will feature performances by indoor drumline teams from around the metro. The Forest Lake drumline will present its new show, “Bent.”

Our faculty and staff at Forest Lake Area Schools bring a vast amount of education, experience and expertise to their schools and classrooms. However, there are some aspects of students’ lives where educators are not the experts, and for those areas we rely on our community partners for help.

One of our most important community partners is the Forest Lake Police Department, particularly those individuals who serve as our school resource officers.

These officers spend their days within our school building making connections with students and families. Their interactions build relationships with students in a positive way, so they’re a part of each student’s life – not just in the bad times, but in the good times, too.

Recently, our students at Southwest Junior High showed how much they appreciate their school resource officer, Troy Meyer, who was hospitalized and had to undergo a lung transplant. In an overwhelming display of support and concern, Southwest students donated more than $1,600 to help with medical expenses and other costs for Meyer and his family.

As heartwarming as it is to see the bond between school resource officers and students, these positive interactions aren’t just for the sake of making friends. While our school resource officers talk with students or watch interactions in the hallways, they’re keeping an eye out for students in crisis and looking for situations that may potentially build into a challenge for staff or students.

Their law enforcement experience and connection to what’s happening in the community provide another perspective on individual situations or possible patterns of behavior that may endanger our students or schools. They can identify these issues and work to address them proactively before they build into a larger crisis. With their help, our district provides support and intervention through school principals, counselors and other district staff or outside resources.

Our school resource officers spend most of their time in the high school and junior high buildings, but they also make frequent visits to our elementary schools and Area Learning Center. Many of our elementary schools located outside of the Forest Lake city limits are also supported by other local law enforcement departments, including the Washington, Chisago and Anoka County sheriff’s departments, as well as the Lino Lakes and Wyoming police departments.

Even though we do everything we can to work proactively and prevent any crisis before it happens, we still need to be prepared. The Forest Lake Police Department and other local public safety agencies have worked tirelessly to help our district develop a crisis plan for a wide range of scenarios from fires and natural disasters to intruders and other security threats. They bring considerable training and experience to the table to help us plan for situations and contingencies that we, as educators, might not have considered without their input.

Even though our training is different, law enforcement and educators share the same goal of serving the community and keeping children and families safe. It makes sense for us to have a strong partnership, work together and share our expertise to accomplish that goal.

Police halt burglary in progress

Forest Lake police interrupted a burglary in progress around 3:20 p.m. Feb. 4.

According to police reports, officers responded to a call that a man and a woman had been seen breaking into the back door of a home on the 800 block of 12th Street Southwest. One officer came to the front of the residence and knocked on the door, and another officer stopped the duo as they tried to leave through the back door. The officers arrested Donald Nicholas Garcia, 32, and Nicole Leigh Garcia, 33, both of Hugo. Upon a search of the alleged burglars and the surrounding area, officers allegedly found a bag of medication and some documents that had been stolen from the residence.

A day earlier, police arrested three men after an unusual call around 8:20 p.m.

According to police reports, on Feb. 4, officers responded to a report of a car fire near the intersection of Centennial Drive Southwest and 11th Avenue. Upon arrival, they observed six men who were trying to put the fire out by dumping snow on the vehicle’s engine. Three of the men were not with the vehicle, but the other three said they were with the car and that a driver had also been there but had left the scene. When police ran the car’s information in their database, however, they discovered it was stolen, and the three men were taken into custody for questioning. Police are still investigating the men’s connection to the car; no one has been charged in the case.

Students raise money for officer’s lung transplant

It was the beginning of December 2015 when Southwest Junior High School resource officer Troy Meyer started feeling ill. When he started becoming short of breath, he went to the doctor to get checked. It was determined Troy had a severe lung infection. He was low on oxygen and experiencing difficulty breathing. They decided to admit him and monitor his oxygen levels.

Meyer’s health did not improve, so doctors performed an ultrasound and found a blood clot near his right collarbone. They started to treat the blood clot, but Meyer had a severe allergic reaction to the blood clot medication that caused him to have a severe asthmatic attack and required him to be moved to the intensive care unit. At this point, his lungs were working so hard to breathe that he needed to be placed on a ventilator to help him regulate his breathing. His breathing and overall health slowly deteriorated, and eventually doctors decided to place Meyer in a medically induced coma so that his body would begin to relax, heal and not fight the ventilator. Due to the infection, allergic reaction and the fighting of the ventilator, Meyer’s lungs were only functioning at 10 percent capacity. The damage was deemed irreversible.

On Dec. 23, Meyer was placed on the list to receive a new set of lungs. On Jan. 4, a new set became available and Meyer underwent a 10-hour transplant surgery. The surgery was a success and by Jan. 12, Meyer’s voice was coming back and he was testing out his ability to handle solid foods again.

Upon hearing of Meyer’s medical condition, the students at Southwest Junior High decided to take action. The students raised $1,600 through a “Hats off for Officer Meyer” campaign, which allowed students to wear a hat to school one day in exchange for a donation of at least $1. According to Principal Scott Geary, many students brought more than a dollar.

“We do a fundraiser once a quarter for various causes,” Geary said, “but when the word around school got out that Officer Meyer’s family needed help, it became more personal and more important for our students and staff to help out.”

Geary said Meyer, a 10-year veteran of the Forest Lake Police Department, has been a fixture in the school over the past three years.

“He builds relationships with students and tries to teach them the law and how to be responsible,” he said. “Even if they get in trouble, they feel secure knowing he is here to help them.”

Meyer is currently still in the hospital at the University of Minnesota, but he may be able to come home within the next week or two. His wife, Sarah, said that the fundraiser was a complete surprise. Troy was on a ventilator machine in the ICU right after his transplant surgery when he heard the news.

“Troy loves his job and the kids at Southwest,” Sarah said. “He goes out of his way to get to know the kids and staff to make a positive connection with them. It is amazing how much love and support we have received from the community. We have such a wonderful support team rooting for us. It is so inspiring and uplifting.”

Man charged with sexual assault of young relative

A Hugo man was charged with second-degree criminal sexual conduct after Forest Lake police investigated claims that he’d molested a 3-year-old female relative.

Michael John Quesnel, 24, made his first court appearance for the charge on Feb. 1. According to court records, police began investigating Quesnel after receiving a report on Jan. 20 that the girl’s mother had taken her daughter to the doctor after the girl had exhibited bed wetting and several symptoms related to having pain in her genitals. Quesnel had been taking care of the girl during the day while the girl’s mother was at work, and the mother said she found searches for incest pornography on Quesnel’s phone.

During the investigation, police learned that the girl’s sister, now a teenager, also alleged that she had been molested by Quesnel between the ages of five or six years to 11.

Ultimately, police interviewed Quesnel, who allegedly admitted his guilt, saying that he didn’t know why he had “touched her.”

“It just happened,” he reportedly said. “I snapped.”

Records state that Quesnel relayed one incident specifically, saying that it had taken place a few weeks prior while he was watching the girl and an infant relative in an apartment in Forest Lake. As the girl was playing, Quesnel allegedly said he picked her up and sexually assaulted her.

During the interview, Quesnel also allegedly admitted to other sexual encounters with relatives. The maximum penalty of his charge is 25 years in prison, a $35,000 fine or both.
